Curaçao licence: the CGA, new LOK licences and what the closed portal means for checks

A Curaçao licence is now issued by the Curaçao Gaming Authority (CGA) in Willemstad, which has licensed and supervised online operators under the Landsverordening op de kansspelen (LOK) since 24.12.2024. Among the gambling regulators whose licences appear in the footers of offshore casinos, Curaçao is in the middle of an overhaul: the authority is shutting down its online portal and replacing the digital seal.

For two of the four brands profiled here, the sources list a licence from Curaçao: Bizzo and KatsuBet. For both, casino.guru lists an OGL number and marks it as “verified”; as of 08.10.2026 this cannot be traced at the regulator.

From the Gaming Control Board to the CGA: the LOK since 24.12.2024

On 24.12.2024 the Landsverordening op de kansspelen, in English the National Ordinance on Games of Chance, came into force in Curaçao. Since then it has been the legal basis for online gambling on the island. The CGA's Compliance and Enforcement Policy in the version of 31.03.2026 cites the reference P.B. 2024, no. 157 and confirms the date of entry into force. Under Art. 12.1 LOK the CGA is designated as an independent administrative body.

Alongside the name Curaçao Gaming Authority, the older name Gaming Control Board, GCB for short, is still in circulation. According to its website, the GCB is referred to as the CGA under the LOK, yet the page title still reads “Gaming Control Board”. The sources are correspondingly inconsistent: KatsuBet refers on its own responsible gaming page to the “LOK standards” of the Curaçao Gaming Control Board, casino.guru to the Curaçao Gaming Authority, and AskGamblers to the Curacao Gaming Control Board.

Since March 2020 the authority had been entrusted by the Minister of Finance with licensing the online sector, and in November 2023 it began a phased transition to prepare for the LOK. It has been responsible for anti-money-laundering and counter-terrorist-financing (AML/CFT) supervision of the entire gambling industry since February 2019.

Before the LOK, online licences were granted under the Landsverordening buitengaatse hazardspelen (LBH). That law has not disappeared entirely: based on the transitional provisions in Art. 15.1 LOK, the LBH remains relevant according to the CGA. Anyone who finds a reference to a licence granted before 24.12.2024 in an older footer is therefore looking at a framework that continues to apply on a transitional basis but is no longer the basis for new licences.

OGL licence numbers: Bizzo and KatsuBet

The numbers of both Curaçao brands follow the same pattern: OGL and three sequences of digits separated by slashes. The table shows what the sources state for each brand on 08.10.2026. casino.guru last updated its page on Bizzo in October 2026 and the one on KatsuBet in March 2026.

For Bizzo, casino.guru, AskGamblers and lcb.org all name Curaçao as the licensor. According to lcb.org the Curaçao licence was issued on 19.05.2021; AskGamblers additionally lists the Kahnawake Gaming Commission, which the other two sources do not. As of 08.10.2026 casino.guru no longer names an owning company for Bizzo. There is also an entry in Estonia: the list of the Estonian Tax and Customs Board (EMTA) dated 01.10.2026 shows Moon Technologies OÜ with the brands 20bet, 22bet, Bizzo Casino and National Casino.

On its own homepage KatsuBet states that the casino operates under a licence from Curaçao and gives 2020 as its launch year. The number OGL/2024/1307/0748, however, comes only from casino.guru and was not found with the operator itself.

Both brands are run by operators with Dutch legal-form suffixes: N.V. for naamloze vennootschap, B.V. for besloten vennootschap. For KatsuBet, casino.guru and AskGamblers name Scores55 Tech B.V., whereas lcb.org names Kika Technology B.V. as owner. As sister sites of KatsuBet, de.casino.guru and lcb.org list two further casinos of the same group, Mirax Casino and 7BitCasino; according to AskGamblers the affiliate programme runs under the name 7Bit Partners. For Bizzo, lcb.org's running text also mentions a TechSolutions (CY) Group Limited based in Cyprus.

Portal and seal since 07.10.2026

For players, the digital seal in the casino footer has so far been the visible proof that a domain is licensed by the CGA. The authority's online gaming portal, by contrast, served licensees, for example for submissions with fixed deadlines. On 17.09.2026 the CGA reported unauthorised access to this portal; the access had been contained, its scope was still unclear at the time of the announcement, and those affected would be informed directly. On 02.10.2026 the portal was offline and submission deadlines for licensees were postponed.

On 07.10.2026 came the announcement that the portal will not be returned to service. According to the CGA, this affects neither the validity of existing licences nor the obligations of licensees. The authority intends to provide information on an interim solution by 09.10.2026. The seal is affected as well: the CGA has announced an alternative mechanism through which operators can demonstrate that a domain is licensed by it.

Anyone who wants to check a licence number for Bizzo or KatsuBet gets nowhere with the regulator as of 08.10.2026: the OGL numbers cannot be matched there, a replacement for the seal is not yet available. For neither brand was the footer seal checked: Bizzo's website could not be reached on 08.10.2026, and for KatsuBet only the homepage could be read, while the footer and the verification page remained blocked. A public CGA licence register in which players can look up numbers is not documented in the sources examined.

Complaints: the CGA does not mediate

The CGA does not handle individual complaints between a player and a provider. It does not mediate or decide disputes and cannot order compensation. It uses incoming complaints as indications of possible breaches of the LOK and does not disclose the status of investigations.

Such reports go to a dedicated complaints address, separate from the general enquiries address of the authority at Scharlooweg 172-174 in Willemstad. In a dispute the first point of contact remains the operator.

Player protection under a Curaçao licence

The CGA's Responsible Gaming Guidelines, including the option of self-exclusion, have applied to the land-based casino sector since 15.08.2012. The authority advises foreigners to use support services in their country of residence. Which tools an online casino with a Curaçao licence offers is therefore only visible in the details per brand.

On its own responsible gaming page KatsuBet lists limits on deposits (fiat currency only), on wagers (not for sports betting), on losses and on session time, plus a cooling-off period and self-exclusion for a set period or indefinitely. The same page includes a self-assessment questionnaire, whereas AskGamblers lists such a self-assessment at KatsuBet as not available, as well as a reality check.

For Bizzo, AskGamblers names limits on deposits, wagers, losses and session time as well as self-exclusion; it lists cooling-off, reality check and self-assessment as not available. This could not be matched with the operator.

Curaçao, Anjouan and Malta compared

For the other two brands profiled here, Posido and Neospin, casino.guru gives a licence from the island of Anjouan, part of the Comoros. The public register of Anjouan can be searched by number, company or domain and shows status, type and expiry date. Neospin is listed there with ALSI-202509073-FI2 until 29.09.2027. For Posido, the number ALSI-202411077-FI2 belongs to Stellar Ltd according to the register, but the domain posido.com does not appear in any entry.

On the complaint route the two offshore authorities are only partly alike. Anjouan Gaming does not settle disputes either, but it prescribes a fixed procedure: first a complaint to the operator via the function in the seal, with a response deadline of 30 calendar days, then alternative dispute resolution (ADR), in which licensees must take part and whose costs the operator bears. At the CGA, only a standardised complaint form has been announced so far.

The Malta Gaming Authority enforces its rules under the Gaming Act (Cap. 583) and the associated Directives, which include separate regulations on gaming authorisations, player protection and commercial communications. The MGA in Malta keeps a public Licensee Register, supplemented by an Enforcement Register and a list of unauthorised URLs. Its Player Support Unit accepts complaints from anyone when an MGA licensee acts unlawfully or not safely, fairly or transparently; the form is available in English or Maltese. None of the four brands profiled here states a licence from Malta.

The Curaçao licence and Germany

Online providers authorised in Germany appear on the official whitelist that the Joint Gambling Authority of the German federal states (GGL) has published under § 9(8) GlüStV 2021 since 01.01.2023. According to a GGL press release of 22.09.2026, 129 operators and intermediaries hold a GGL permit, and a total of 229 gambling websites are authorised. A licence from Curaçao is not a German permit and does not replace an entry on this list.

A full-text search of the whitelist retrieved on 02.10.2026 finds neither Bizzo nor KatsuBet, not even via their domains or the companies TechSolutions and Scores55, nor the two Anjouan brands Posido and Neospin. Bizzo and KatsuBet are thus Curaçao casinos without a German licence that, according to de.casino.guru, accept players from Germany; Germany is missing from the list of restricted countries in KatsuBet's terms. Of the two brands with a Curaçao licence, only Bizzo offers German-language support according to casino.guru.

According to the GGL, an offer remains without a permit until an application has been examined, approved and the provider added to the whitelist; for data protection reasons the authorities do not say whether an application has been filed.

Is a Curaçao licence valid in Germany?

Not as a permit under the GlüStV 2021. According to the GGL, the safest way to recognise an authorised offer is to look at the official whitelist.

What does OGL mean in the licence number?

OGL is the prefix of the numbers that casino.guru gives for Bizzo and KatsuBet, followed by the digit sequence 2024 and two further blocks of digits. No explanation of the individual segments was found in the CGA pages examined.

Can I get my money back through the CGA?

No. The CGA does not rule on claims to recover stakes and does not mediate between player and casino; claims are addressed to the operator.
