Behind every casino licence stands an authority that issues it, keeps a register and can step in when rules are broken. For the brands profiled here, Bizzo, KatsuBet, Posido and Neospin, six licensors come into play: the Curaçao Gaming Authority, Anjouan Gaming in the Comoros, Estonia's Tax and Customs Board, the Tobique Gaming Commission from Canada and, only according to AskGamblers, the Kahnawake Gaming Commission and PAGCOR. None of the tracked brands names a licence from the Malta Gaming Authority; the MGA is included here for comparison because its register and complaint route are publicly described.
The authorities differ less in name than in three practical questions: whether their register can be searched publicly, whether they help a player in a dispute with the operator, and whether a seal in the footer can be tied to a register entry. On 08.10.2026 the answers vary widely. Anjouan shows number, company and domains, while the CGA portal has been shut down since 07.10.2026.

Regulator, licence, operator: who is who
The regulator is the authority that grants, supervises and withdraws licences. The licence is the individual document with a number, a term and a status. The licensee is a company, not the brand: Neospin, for example, runs through Metlait SRL, Posido through Stellar Ltd according to casino.guru and through Estolio Limited according to AskGamblers. Which company stands behind which brand and which domains it reports is set out in the overview of the operators with all known company names.
Anyone who finds a number in a casino footer searches for three fields at once: number, company and domain. How this works in practice at each authority is shown in the guide on how to check a licence number, using all tracked brands as examples. Anjouan issues numbers in the format ALSI-…, Estonia records operating permits as HKL and activity licences as HKT; the Curaçao numbers in the format OGL/2024/… come from casino.guru, and the CGA itself does not explain the format.
Disclosure of ownership is also set by the licensor. Anjouan requires licensees to disclose nominees, trusts or foundations in their ownership structure, including arrangements below the 10 per cent notification threshold; the authority can ask any beneficial owner for the source of their wealth.
Curaçao: the CGA and the LOK since 24.12.2024
Since 24.12.2024 the Landsverordening op de kansspelen (LOK, National Ordinance on Games of Chance) has been the legal basis for online gambling in Curaçao. With it, the former Gaming Control Board became the Curaçao Gaming Authority (CGA), an administrative authority responsible for licensing, supervision and enforcement in the online sector. Licences under the older Landsverordening buitengaatse hazardspelen (LBH) remain relevant through the transitional provisions. This explains why KatsuBet speaks of the Curaçao Gaming Control Board on its own responsible gaming page while casino.guru refers to the Curaçao Gaming Authority; both mean the same body.
Two of the tracked brands name Curaçao: Bizzo with OGL/2024/590/0758 and KatsuBet with OGL/2024/1307/0748, both numbers according to casino.guru, where they are marked as "verified". They cannot currently be matched at the regulator itself. The CGA reported unauthorised access to its online gaming portal on 17.09.2026, the portal was offline on 02.10.2026, and on 07.10.2026 the CGA announced that it will not return to service. Existing licences remain valid according to the CGA. Because the digital seal is affected as well, the authority has announced a different mechanism for operators to prove that a domain is licensed by it. Until that replacement exists, the numbers of the Curaçao licence of Bizzo and KatsuBet come solely from casino.guru.
The CGA uses submissions from players as an indication of possible breaches of the LOK; it gives no information on ongoing investigations.
Anjouan: Anjouan Gaming and an open register
Anjouan Gaming is the internet gambling regulator of the Autonomous Island of Anjouan in the Union of the Comoros. It operates under the authority of the Anjouan Offshore Financial Authority, and supervision lies with the Anjouan Gaming Board. It issues B2C licences for operators offering games to players and B2B licences for service providers. The dataset embedded in the register page contained 1,543 licences on 08.10.2026: 1,311 B2C, 177 B2B and 55 combined.
The register can be searched by number, company name or domain and shows status, type, issue date, expiry and the reported domains. The statuses provided for are Active, Suspended, Revoked and Expired; only Active entitles a licensee to operate. For Neospin it confirms the entry in full: Metlait SRL, ALSI-202509073-FI2, valid until 29.09.2027, neospin.com in the domain list. For Posido, ALSI-202411077-FI2 does belong to Stellar Ltd according to the register, but posido.com does not appear in any of the 1,543 entries.
Anjouan Gaming does not handle disputes from players itself. The route leads first to the operator via the complaint function of the seal, with a response period of 30 calendar days, and then to an alternative dispute resolution (ADR) provider; participation is mandatory for licensees and the operator bears the cost. The procedure is conducted in English. Seal and status of the Anjouan licence depend on the same register entry: the seal links directly to the verification page and must be removed on suspension, revocation or expiry.
Malta: the MGA and the Player Support Unit
The Malta Gaming Authority works under the Gaming Act (Cap. 583) and its directives, including rules on authorisations, player protection and commercial communications. Like Anjouan, it distinguishes between B2C and B2B licence holders. Its Licensee Register can be searched by licensee name, authorisation status, URL or gaming service; in addition there is an Enforcement Register and a list of unauthorised URLs naming websites that falsely claim an MGA licence.
Unlike the CGA and Anjouan, the MGA accepts submissions from players itself. Its Player Support Unit examines cases in which a licensee does not act safely, fairly or transparently, for example over withdrawals, bonus terms, identity checks or account closures; the form is available only in English or Maltese. Licensees must also appoint an ADR body before launch. If it rules in the player's favour, the operator has 20 days to comply.
If a footer carries the abbreviation MGA, it must also show the licensee's name and the licence number, because the authority requires both in its licensees' communications. If either field is missing, the claim does not fit an MGA licence from Malta; if the domain appears on the list of unauthorised URLs, the website is falsely invoking Malta.
Tobique and Kahnawake: two names from the Neospin and Bizzo profiles
The Tobique Gaming Commission from New Brunswick in Canada appears with Neospin. According to casino.guru and lcb.org, the brand holds a Tobique licence alongside its Anjouan licence; casino.guru gives the number 0000064 and marks it as "verified". AskGamblers names only Tobique for Neospin. The number therefore remains a casino.guru statement.
The Kahnawake Gaming Commission appears only once: on 08.10.2026 AskGamblers lists it for Bizzo in addition to the Curaçao licence, while casino.guru and lcb.org do not. For players in Germany, a mention by AskGamblers changes nothing about the position of operators without a German licence: Bizzo is not on the GGL whitelist.
Estonia: the EMTA and the MTR
In Estonia, gambling is overseen not by a dedicated gambling authority but by the Tax and Customs Board (Maksu- ja Tolliamet, EMTA). It issues two documents: an activity licence with the prefix HKT and an operating permit with the prefix HKL. Both are entered in the Register of Economic Activities (MTR). According to the EMTA, an Estonian licence does not entitle its holder to offer games in another EEA state, and a licence from another EEA state does not entitle anyone to offer games in Estonia.
Two of the tracked brands have a link to Estonia. The EMTA list of legal operators dated 01.10.2026 shows www.posido.com under Estolio Limited; the MTR lists the operating permits HKL000355 and HKL000543 for this company. The number HKL000354 that casino.guru gives for Posido is not found there. Bizzo appears in the same list under Moon Technologies OÜ, together with other brands of the same operator.
The EMTA blocks websites of operators without an Estonian licence whose services are available in Estonia. For problems with listed operators that cannot be resolved with the operator, players can contact the authority by e-mail.
Cyprus: company seat, not a licensor of the tracked brands
Cyprus appears in the profiles of the tracked brands only as the seat of companies, not as a licensor. Estolio Limited, which is entered in Estonia for posido.com, is registered in Limassol according to the MTR. For Bizzo, lcb.org mentions a TechSolutions (CY) Group Limited based in Cyprus in its text, but TechSolutions Group N.V. in its own fact box. None of the sources names a Cypriot gambling licence for any of the tracked brands.
PAGCOR: online licences cancelled
In the Philippines, Executive Order No. 74, the ban on Philippine Offshore Gaming Operations, cancelled all Internet Gaming Licensees and Authorized Providers effective 15.12.2024. On 08.10.2026 AskGamblers names PAGCOR for Posido alongside Estonia and Anjouan, casino.guru does not name PAGCOR, and no source gives a PAGCOR number for Posido.
Comparison table: register, complaint route, seal
The table sets side by side the licensors named for the tracked brands, plus the MGA for comparison and the GGL for Germany. For players the register and complaint route columns matter most: only where both are public and reachable can a footer claim be checked and a dispute be settled outside the casino.
| Regulator | Register | Complaint route | Seal | Brands here |
|---|---|---|---|---|
| Curaçao Gaming Authority | portal shut down since October 2026 | no mediation of disputes | digital seal affected, replacement announced | Bizzo, KatsuBet |

The Joint Gambling Authority of the German federal states grants the permits that apply to all states and keeps the whitelist, the limit file and the file against parallel play. A licence from Curaçao, Anjouan, Estonia or Malta does not lead to an entry on this whitelist, because the German GGL permit is a separate permit that no foreign licence replaces.
Short answers
Frequently asked questions about gambling regulators
Which authority is responsible for gambling?
That depends on the country and the type of offer. In Germany the Joint Gambling Authority of the federal states (GGL) in Halle an der Saale is responsible for cross-state online offers such as virtual slot games and online poker; online casino games under § 22c and land-based casinos remain with the individual states. In Curaçao it is the Curaçao Gaming Authority, on Anjouan Anjouan Gaming, in Malta the Malta Gaming Authority and in Estonia the Tax and Customs Board, EMTA.
Which casinos have an EU licence?
None of the brands profiled here holds a licence from Malta. There is a link to Estonia for Posido (EMTA list under Estolio Limited) and for Bizzo (EMTA list under Moon Technologies OÜ). According to the EMTA, an Estonian licence applies only to Estonia, not to other EEA states.
What is the GGL?
The Joint Gambling Authority of the German federal states was established on 01.07.2021. It grants permits valid across the states and keeps the whitelist of permitted operators. The whitelist of 02.10.2026 contains none of the tracked brands Bizzo, KatsuBet, Posido and Neospin.
Does the Curaçao Gaming Authority help in a dispute with a casino?
No. The CGA does not mediate or decide disputes between players and operators and does not order compensation.
What is a Tobique licence?
A licence from the Tobique Gaming Commission in New Brunswick, Canada. A public register showing its numbers together with company and domain is not documented in the sources. For Neospin, casino.guru gives the Tobique number 0000064.
Are there still PAGCOR licences for online casinos?
No. Under Executive Order No. 74, all PAGCOR internet gaming licences have been cancelled. According to PAGCOR, any company or website claiming a valid internet gaming licence from the authority is not authorised.

How to read the table
Three rules apply to every row on this page.
Where a value comes from
Each row names the source the value was taken from: the operator's footer or terms, the regulator's register or named portals. The link leads to the place where it is stated.
When a value is missing
If none of the recorded sources states a value, the field stays empty or is marked as not listed. We do not estimate or fill gaps.
When sources differ
This page shows the value of the linked source. Differing values from other sources, such as a second regulator or another company, are documented in the brand's licence profile.
